Public Hearings

A public hearing is a formal meeting where members of the public are provided the opportunity to provide feedback on a proposed bylaw or other matter of public interest. Public Hearings are held at 5:30 PM both in Council chambers and electronically at a regular or special meetings of council. To see any upcoming hearings, please visit our Municipal Calendar.

Public Hearings are held prior to second reading of a bylaw or before a resolution of Council to allow for public feedback to be taken into consideration before a decision of Council is made.

A Public Hearing is held when required by the Municipal Government Act or some other enactment, or when Council determines that public feedback is otherwise required. All Public Hearings are held in accordance with Part 7 of the Municipal Government Act and the Town of Drumheller Council and Committee Procedure Bylaw.

Attending the Public Hearing

Any member of the public can attend a Public Hearing and any person can present at a Public Hearing if they claim to be affected by the subject matter.

If you wish to present to Council at a Public Hearing, you can either:

  • present in-person at Town Hall; or
  • present electronically by pre-registering in the form below at least five (5) business days prior to the Public Hearing.

You may also provide a written submission to Council which will form part of the public record and will be included in the Council meeting agenda. To provide a written submission you must also pre-register in the form below at least five (5) business days prior to the Public Hearing. 

Register for a Public Hearing

In-Person: If you wish to present in-person, you will not be required to pre-register for the hearing. Instead, before you present, you will be required to compete a sign-in sheet which indicates your name, whether you are in support or opposed to the matter, and if you are a resident of Drumheller.

Electronic Presentation or Written Submission: If you wish to present electronically or wish to provide a written submission for inclusion in the Council meeting agenda, you will need to pre-register for the event at least five (5) days prior to the Public Hearing. To pre-register, please either complete the pre-registration from below or email legislativeservices@drumheller.ca

Public Hearing Proceedings

The order of business for the Public Hearing will be as follows:

  1. The Mayor will make a motion to open the Public Hearing. The Mayor will call the Public Hearing to order and will state the purpose of the hearing.
  2. The CAO will introduce the matter and shall briefly speak on the intended purpose.
  3. The Mayor will outline the rules of conduct for the Public Hearing.
  4. Council will hear the presentation(s) from the public in support of the matter. When the presentations are complete, the Mayor will ask three (3) times whether anyone else wishes to present in support of the matter.
  5. Council will hear the presentation(s) from the public in objection of the matter. When the presentations are complete, the Mayor will ask three (3) times whether anyone else wishes to present in opposition of the matter.
  6. The CAO will be given the opportunity to respond to any comments received from the parties in opposition.
  7. Council will be given the opportunity to ask questions of clarification from any of the parties or the CAO.
  8. The Mayor will make a motion to close the Public Hearing and shall note the time that the Public Hearing is closed.

Rules of Conduct

The following rules shall apply to all Public Hearings:

  1. Each person will have five (5) minutes to speak, and each group  will have ten (10) minutes to speak, exclusive of time required to answer questions;
  2. Presentations shall be given in the order in which they are called;
  3. Each presenter shall state their name, whether they are in support or in opposition of the Bylaw, whether they are a resident of Drumheller, and how they are affected by the matter;
  4. Each Presenter shall address their presentation to the Mayor and shall only address Council with the permission of the Mayor;
  5. Council will not hear anything unrelated to the matter at hand;
  6. All presentations associated with the Public Hearing (both verbal and written) will form part of the meeting minutes and will become part of the public record;
  7. Council may not debate the matter at the Public Hearing and may only ask questions for clarification; and
  8. The Mayor can expel any member of the public for improper conduct of if their presentation is disruptive or inappropriate.

Your name, affiliated organization, whether you are in support or in opposition to the subject matter, and any documents you attach to this form, will form part of the meeting agenda and minutes and will become part of the public record.
