Public Hearings

Public Hearings

A public hearing is a formal meeting where members of the public are provided the opportunity to provide feedback on a proposed bylaw or other matter of public interest. Public Hearings are held at 5:30 PM both in Council chambers and electronically at a regular or special meetings of council. To see any upcoming hearings, please visit our Municipal Calendar.

Public Hearings are held prior to second reading of a bylaw or before a resolution of Council to allow for public feedback to be taken into consideration before a decision of Council is made.

A Public Hearing is held when required by the Municipal Government Act or some other enactment, or when Council determines that public feedback is otherwise required. All Public Hearings are held in accordance with Part 7 of the Municipal Government Act and the Town of Drumheller Council and Committee Procedure Bylaw.

Attending the Public Hearing

Any member of the public can attend a Public Hearing and any person can present at a Public Hearing if they claim to be affected by the subject matter.

If you wish to present to Council at a Public Hearing, you can either:

  • present in-person at Town Hall; or
  • present electronically by pre-registering in the form below at least five (5) business days prior to the Public Hearing.

You may also provide a written submission to Council which will form part of the public record and will be included in the Council meeting agenda. To provide a written submission you must also pre-register in the form below at least five (5) business days prior to the Public Hearing. 

Register for a Public Hearing

In-Person: If you wish to present in-person, you will not be required to pre-register for the hearing. Instead, before you present, you will be required to compete a sign-in sheet which indicates your name, whether you are in support or opposed to the matter, and if you are a resident of Drumheller.

Electronic Presentation or Written Submission: If you wish to present electronically or wish to provide a written submission for inclusion in the Council meeting agenda, you will need to pre-register for the event at least five (5) days prior to the Public Hearing. To pre-register, please either complete the pre-registration from below or email legislativeservices@drumheller.ca

Public Hearing Proceedings

The order of business for the Public Hearing will be as follows:

  1. The Mayor will make a motion to open the Public Hearing. The Mayor will call the Public Hearing to order and will state the purpose of the hearing.
  2. The CAO will introduce the matter and shall briefly speak on the intended purpose.
  3. The Mayor will outline the rules of conduct for the Public Hearing.
  4. Council will hear the presentation(s) from the public in support of the matter. When the presentations are complete, the Mayor will ask three (3) times whether anyone else wishes to present in support of the matter.
  5. Council will hear the presentation(s) from the public in objection of the matter. When the presentations are complete, the Mayor will ask three (3) times whether anyone else wishes to present in opposition of the matter.
  6. The CAO will be given the opportunity to respond to any comments received from the parties in opposition.
  7. Council will be given the opportunity to ask questions of clarification from any of the parties or the CAO.
  8. The Mayor will make a motion to close the Public Hearing and shall note the time that the Public Hearing is closed.

Rules of Conduct

The following rules shall apply to all Public Hearings:

  1. Each person will have five (5) minutes to speak, and each group  will have ten (10) minutes to speak, exclusive of time required to answer questions;
  2. Presentations shall be given in the order in which they are called;
  3. Each presenter shall state their name, whether they are in support or in opposition of the Bylaw, whether they are a resident of Drumheller, and how they are affected by the matter;
  4. Each Presenter shall address their presentation to the Mayor and shall only address Council with the permission of the Mayor;
  5. Council will not hear anything unrelated to the matter at hand;
  6. All presentations associated with the Public Hearing (both verbal and written) will form part of the meeting minutes and will become part of the public record;
  7. Council may not debate the matter at the Public Hearing and may only ask questions for clarification; and
  8. The Mayor can expel any member of the public for improper conduct of if their presentation is disruptive or inappropriate.

Public Hearing

The Town of Drumheller intends to consider Bylaw #19.25 for the purpose of regulating neighbourhood nuisances, safety and unsightly properties. Bylaw #19.25 is intended to replace the current Tourism Corridor Property Standards Bylaw #04.19 and Community Standards Bylaw #06.19.

The Public Hearing for Bylaw #19.25 will be held on Monday, June 2, 2025, starting at 5:30pm in Council Chambers and/or using a virtual platform at the Town of Drumheller office. The meeting will be held in accordance with the Municipal Government Act and the Council & Committee Meeting Procedure Bylaw #04.21 and is intended to gather additional feedback from the public prior to 2nd reading of the Bylaw. Any person who claims to be affected by the proposed Bylaw is invited to present their comments in-person at the Public Hearing. Public Hearing

5:30 PM - 6:30 PM Council Chambers, 224 Centre Street, Drumheller

Pursuant to Section 675, Chapter M-26 of the Municipal Government Act, R.S.A. 2000 (MGA); the Town of Drumheller intends to consider a By-Law to remove the Community Reserve designation from the land depicted on Schedule – “A’ attached and more particularly described as:

 

            LOT 5 (COMMUNITY RESERVE), BLOCK 34, PLAN 2147 H.R.

 

And to concurrently replace it with the designation of a Public Utility Lot (PUL) to accommodate the constructed flood mitigation works.

 

A PUL is a type of land designation for municipally owned land that contains a public utility, such as a flood mitigation berm. In order to comply with the funding agreement established with the Province of Alberta and the Government of Canada, the land acquired for the flood mitigation project that contains flood mitigation berms are being converted into PULs. In accordance with Section 674 of the MGA, a public hearing must be held for the re-designation of a municipal reserve lot.

A Public Hearing for the proposed re-designation of the lot will be held on Monday, May 5th, starting at 5:30pm in Council Chambers and/or using a virtual platform at the Town of Drumheller office. The meeting will be held in accordance with the Municipal Government Act and the Council & Committee Meeting Procedure Bylaw #04.21. Any person who claims to be affected by the proposed Bylaw is invited to present their comments in person at the Public Hearing.

Public Hearing

Pursuant to Section 22, Chapter M-26 of the Municipal Government Act, R.S.A. 2000 the Town of Drumheller intends to consider a Bylaw to close an alley between 177 5th Street and 193 5th Street in Nacmine to public travel and acquire title to these lands in the name of the Town of Drumheller.

Public Hearing

Pursuant to Section 22, Chapter M-26 of the Municipal Government Act, R.S.A. 2000; the TOWN OF DRUMHELLER intends to consider a Bylaw to close the undeveloped portions of a lane created by subdivision plan number 4128 E.Q. within the N.W. ¼ Section 29 in Township 27 Range 18 West of the 4th Meridian, to public use and to consolidate these lands with an adjacent title.

Public Hearing

Public Hearing

Pursuant to Sections 22 and 23, Chapter M-26 of the Municipal Government Act, R.S.A. 2000; the Town of Drumheller intends to consider Bylaw 06.24, to close portions of a parking lot to public travel as depicted on the attached Schedule and to use these lands for matters related to flood mitigation works, parking lot redesign or hold or sell and surplus lands as Council sees fit, Bylaw 07.24 to close that portion of the undeveloped original road allowance to public travel that lies between the S.E.1/4 Sec. 28 and the N.E.1/4 Sec. 21 in Township 28. Range 19, West 4th Meridian and to use these lands for flood mitigation works and matters related thereto and to hold or sell and surplus lands as Council sees fit, and Bylaw 09.24 to close portions of undeveloped Roads, Streets and Lanes created by Plans 2129 E.Q., 7346 H.X., 678 C.H., 2715 B.M, 4676 C.H., and a portion of an original road allowance as depicted on the attached Schedule – ‘A’; all within the S.W.1/4 Sec. 28 and the N.W.1/4 Sec. 21 and the intervening original road allowance in Township 28. Pursuant to Sections 22 and 23, Chapter M-26 of the Municipal Government Act, R.S.A. 2000; The Town of Drumheller intends to consider Bylaw 15.21 to make amendments to the Water and Wastewater Bylaw 15.21. There are two changes that have been brought forward for consideration.

  1. Allow for multiple water services and water meters for a single lot at the discretion of the Chief Administrative Officer. This change brings flexibility into the bylaw to allow for alternative servicing options for multi-unit residential and commercial units that are intended for rental.
  2. To review and propose a solution for high volume industrial and commercial water customers that do not send much of their water down their sanitary service. An example would include water haulers that use the transported water for oilfield services or a business that uses water to make a product that is sold or consumed.

The Downtown Area Revitalization Plan (DARP) is a statutory area redevelopment plan enabled in Part 17 of the Municipal Government Act. Area Redevelopment Plans are used to designate an area of land for the purpose of improving land, building or other infrastructure in the area.

 

The DARP outlines a vision for Drumheller from a planning and development perspective and provides direction for how and where the Town should grow. It is used in conjunction with the Land Use Bylaw, which establishes rules and regulations for land development as well as the process of making decisions for development permit application within the Town. This Plan replaces the 1991 Downtown Area Plan.

 

The Town of Drumheller will hold a remote virtual Public Hearing during the Regular Council Meeting on Monday June 28, 2021, commencing at 5:30pm.

Any person affected by this Proposed Bylaw or otherwise wishing to address Town of Drumheller Council about this Bylaw must make arrangements to participate in the Public Hearing by emailing legislativeservices@drumheller.ca or calling 403-823-1347. All presenters are required to register prior to the Public Hearing.

 

Persons wishing to submit a letter or email or questions concerning this matter in advance of the Public Hearing may do so by sending it to: Legislative Services, Town of Drumheller 224 Centre Street, Drumheller, Alberta T0J 0Y4 or email at legislativeservices@drumheller.ca. Written submissions for the Public Hearing must include a name for the record and will be included in the meeting agenda. Written submissions will be received up to Thursday January 21st  2021 at 4:00pm.
