Economic Development & Land Planning
The Economic Development department is responsible for advancing strategic growth and investment within the Town of Drumheller. This includes the administration of land use planning documents such as the Municipal Development Plan, Land Use Bylaw, and area redevelopment strategies to ensure that development aligns with Council’s long-term vision. The department works closely with industry, business, and residents to foster a climate of sustainable economic opportunity.
The Development Officer is the designated authority for administering the Land Use Bylaw, issuing development permits, and ensuring regulatory compliance. This position is accountable for interpreting planning legislation, evaluating subdivision and rezoning applications, and enforcing development standards. By exercising these authorities, the Development Officer ensures that all land use and development activity within the municipality adheres to legislative requirements and aligns with strategic objectives.

The Emergency & Protective Services department is mandated to safeguard the safety, security, and resilience of the community. This includes oversight of municipal fire protection, enforcement of bylaws, coordination with policing and health agencies, and the development of emergency management and evacuation procedures.

Family & Community Support Services
The Family & Community Support Services department delivers preventative social programs that strengthen the well-being and resiliency of individuals, families, and the broader community. Operating under a provincially regulated cost-sharing model, the department provides support in areas such as affordability, referral services, seniors’ programming, and community capacity building.
FCSS is mandated to identify and address social needs within the municipality, ensuring equitable access to resources that promote quality of life.

As part of the Town's Corporate and Community Services Department, the Finance team is accountable for the financial stewardship of the Town of Drumheller. This includes the preparation of annual budgets, financial reporting, taxation, utility billing, and long-term capital planning. The department ensures fiscal sustainability through the application of Council-approved financial policies, including investment, procurement, and asset management frameworks.
In addition, the department oversees municipal business licensing and permitting processes.

Office of the Chief Administrative Officer
The Office of the Chief Administrative Officer (CAO) provides executive leadership and strategic oversight of all municipal operations. As Council’s only direct employee, the CAO is accountable for the implementation of Council’s bylaws, policies, and strategic priorities, ensuring organizational alignment with the Town’s long-term vision.
The CAO directly oversees Legislative Services, Communications and Public Relations, Human Resources, and Corporate & Community Services, as well as the Emergency and Protective Services Department and Infrastructure Services Department. Through this portfolio, the CAO ensures effective governance, corporate accountability, and interdepartmental coordination, while advancing the municipality’s relationships with provincial and federal partners, regional stakeholders, and the community.

Recreation, Arts & Culture
As part of the Corporate and Community Services Department, the Recreation, Arts & Culture team is responsible for providing accessible recreation opportunities, cultural programming, and community amenities that support quality of life in Drumheller. This includes the operation of facilities such as the Aquaplex, Drumheller Memorial Arena, and the Badlands Community Facility, as well as the delivery of arts, culture, and event programming.
