Council Highlights - July 7, 2025 Regular Council Meeting

OPENING REMARKS

Mayor Colberg thanked all the volunteers, community groups and associations, as well as the Town staff involved in the Canada Day Celebration. She remarked how beautiful the valley looked, and extended appreciation to all the businesses who made the valley so welcoming. Lastly, she thanked the dignitaries from other municipalities, as well as our MLA Nate Horner, former MP Damien Kurek and Pierre Poilievre for attending Canada Day in Drumheller.

Councillor Tom Zariski thanked the many volunteers who donated their time to the Gran Fondo event on July 5, which hosted over 1600 cyclists!

COUNCIL BOARDS AND COMMITTEES

Council accepted as information minutes from the following boards and committees: the Drumheller and District Senior’s Foundation, the Valley Bus Society, and the Drumheller Public Library Board.

FCSS COMMITTEE AMENDING BYLAW #23.25 (3RD READING)

Council adopted FCSS Committee Amending Bylaw #23.25, which amended Bylaw #34.24 to transition the Committee from a Council-only FCSS Committee to an advisory committee that incorporates members-at-large from interested local social services agencies. NACMINE HUNTER DRIVE LAND DESIGNATION REVISING BYLAW #27.25

Council adopted Nacmine Hunter Drive Land Designation Revising Bylaw #27.25, which revises Bylaw #12.25. The revisions include correcting clerical errors, updating the legal description of the land parcel to include the plan number, and amending Schedule ‘A’ to incorporate adjacent parcels that will be registered and consolidated as Environmental Reserves (ERs) in accordance with the Town’s flood mitigation project funding agreement with the provincial and federal governments.

MUNICIPAL DEVELOPMENT PLAN AMENDING BYLAW #26.25 (1ST READING)

Council gave first reading to proposed MDP Amending Bylaw #26.25, and set a Public Hearing date for August 11, 2025, at 5:30 p.m. at Town Council Chambers. The proposed Bylaw, if approved, will amend the existing Consolidated Municipal Development Plan Bylaw #17.20 to include updates pertaining to flood mitigation, parks, and trails. RECORD RETENTION AND DISPOSITION BYLAW #25.25 (1ST READING)

Council gave first and second reading to proposed Record Retention and Disposition Bylaw #25.25, which outlines how long records should be maintained by the Town and the manner in which they should be disposed of  to align with the provisions of the new Access to Information Act (ATIA) and the Protection of Privacy Act (POPA) If approved, Bylaw #25.25 will update and replace outdated Policy #C-04-99 – Retention and Disposition of Inactive Records.

COMMUNITY STANDARDS BYLAW #19.25 (3RD READING)

Council adopted Community Standards Bylaw #19.25. The Bylaw sets out reasonable and attainable property standards throughout the Town, while providing municipal enforcement staff with a clear mandate. With the adoption of Bylaw #19.25, Community Standards Bylaw #06.19 and Tourism Corridor Property Standards Bylaw #04.19 are repealed.

AQUAPLEX HOT TUB – ADDITIONAL FUNDING

Council authorized an additional allocation of $53,200.00 from the Town’s Local Government Fiscal Framework (LGFF) grant for the Aquaplex Restoration Project. This funding will address unexpected structural deficiencies identified beneath the pool deck, including wood that has deteriorated as a result of moisture that was supporting the concrete slab and inadequate backfill surrounding the surge tank. These concerns were discovered by Pinnacle Aquatic Group during the ongoing restoration of the hot tub and connecting pipe work. The project had an original capital budget, of $250,000.00  but with the additional funding request, the anticipated completion cost is $303,200.00 . A structural engineer has confirmed that immediate remediation is necessary to ensure the long-term stability and safety of the hot tub area.
