OPENING REMARKS 

Councillor Sereda congratulated the Drumheller Valley Secondary School Senior Girls Volleyball Team for winning gold at their home tournament on Saturday. She also highlighted the coaching efforts of two municipal employees, Erica Crocker and Connor Schweder and thanked them for volunteering their time coaching Drumheller’s youth.   

Councillor Lacher reminded the community of the Royal Tyrrell Museum’s 40th  anniversary BBQ Thursday, September 25 5:30 p.m. - 7:30 p.m.   

Councillor Zariski announced the Senior’s Fair happening at the Badlands Community Facility on Thursday, September 25 from 9:30 a.m. -to 3:30 p.m., featuring five keynote speakers, including a fantastic speaker from Newcastle (Hint: it’s Tom).   

Mayor Colberg acknowledged those in the gallery who are candidates in the upcoming election: Samantha Haddon, Cheryl McNeil, Tony Migelz, and AJ Frey. She thanked them for attending and observing the function of a Regular Council Meeting.   

COUNCIL BOARDS AND COMMITTEES 

Council accepted as information minutes from the Municipal Planning Commission, the Drumheller Public Library Board, and the Drumheller Housing Administration. 

 CANCELLATION OF OCTOBER 14, 2025, COMMITTEE OF THE WHOLE MEETING 

Council passed a motion cancelling the October 14, 2025, Committee of the Whole Meeting, as it coincides with an advance voting date for the 2025 Municipal Election. 

ENCROACHMENT BYLAW #02.25 (3RD READING) 

Council adopted Encroachment Bylaw #02.25, which establishes guidelines for managing encroachments that extend onto Town land within the municipal boundary. The regulations within Bylaw #02.25 apply to both existing and future encroachments, and set out definitions, procedures, responsibilities, prohibitions, and enforcement mechanisms. 

LEHIGH LAND DESIGNATION REVISING BYLAW #31.25 ADOPTED 

Council adopted Lehigh Land Designation Revising Bylaw #31.25, which revised Bylaw #29.25 to correct clerical errors in accordance with section 63 of the Municipal Government Act. The legal descriptions of the land parcels within the original Bylaw #29.25 contained incorrect block numbers.  

COUNCIL PROCEDURE BYLAW #33.25 (1ST READING)  

Council gave first and second reading to proposed Council Procedure Bylaw #33.25. If approved, it will repeal and replace Council Procedure Bylaw #04.21. The revisions to the original Bylaw are necessary to ensure it remains current and aligns with best practices in municipal government. Council provided feedback to be implemented on the next iteration of the Bylaw.  

DRUMHELLER RESILIENCY AND FLOOD MITIGATION PROGRAM FISHERIES AND OCEANS CANADA PLANTING - PROGRAM REVEGETATION TENDER UPDATE 

Council accepted the Fisheries and Oceans Canada Planting – Program Revegetation Tender Update, as information. As part of the Flood Mitigation Program, fish habitat compensation is required to mitigate loss of fish habitat caused by removal of existing riparian vegetation and placement of in-stream riprap bank erosion protection. The Program Revegetation work marks the final major phase of work for the Flood Program. As of September 1, the Nacmine and Rosedale/Scarlett berms projects are 90% and 45% complete, respectively.  

MUNICIPAL POLICING COMMITTEE BYLAW #35.25 (1ST READING) 

Council gave first and second reading to Municipal Policing Committee Bylaw #35.25. If approved, it will establish a Municipal Policing Committee in accordance with recent changes to provincial legislation which require municipalities to establish civilian governance bodies to support local policing priorities.    

REVISED PURCHASING POLICY #P0225C  

Council adopted Purchasing Policy #P0225C, which modernizes and streamlines the way in which the Town purchases goods, services, and construction projects. The revised policy represents a significant modernization compared to the previous version. It incorporates updated thresholds that align with the New West Partnership Trade Agreement (NWPTA) and the Canadian Free Trade Agreement (CFTA), while also streamlining processes for routine, low-value purchases.  

ELECTRICAL VEHICLE CHARGER UNITS UPGRADE PROPOSAL  

Council approved a plan to upgrade the current EV charger units at the Badlands Community Facility and the parking lot on 1st Street West north of Railway Avenue. One outdated EV charger will be removed at each location and replaced with a new unit supplied by Sun Country Highway. Council also directed Administration to establish a fee for users of the EV charging stations.  

MAJOR CAPITAL PROJECTS 2025-2029  

Council accepted a report on Major Capital Projects between 2025 and 2029 as information. The Town’s five-year capital Plan outlines a range of major projects focused on upgrading and renewing essential transportation and water/wastewater infrastructure, and the financial forecast for the five-year plan.
