Council Highlights - October 6, 2025 Regular Council Meeting

OPENING REMARKS

Mayor Colberg acknowledged those in the gallery who are candidates in the upcoming election: Elizabeth Gallagher, Cheryl McNeil, John Graham, Andrew Luger, and Samantha Haddon. She thanked them for attending and observing the function of a Regular Council Meeting.

On behalf of Council, Mayor Colberg proclaimed October 5 to 11 as Fire Prevention Week in Drumheller. This year’s theme is “Charge Into Fire Safety: Lithium-Ion Batteries in Your Home”, and the proclamation highlighted the risks of improper charging, damage, or use of uncertified chargers which can cause these batteries to overheat, catch fire, or even explode. Mayor Colberg invited all residents to take a moment this week to learn, share, and practice fire safety.

DELEGATION – RCMP 2025-2026 Q1 REPORT

Cpl. Alex McDonald, Acting Drumheller Detachment Commander, presented the Drumheller RCMP 2025-2025 Q1 Report to Council. Cpl McDonald highlighted operational activities for the four priority areas: Crime Reduction, Community Engagement, Substance Abuse, and Traffic Safety. He also provided a staffing update, informing Council that more members have been recruited to the Drumheller detachment.

DELEGATION – BADLANDS SEARCH AND RESCUE

Elise Brown, Secretary and Fundraising Chair, and Alan Ranger, Vice President of Badlands Search and Rescue, provided an overview of the organization and their fundraising efforts to Council. They are actively seeking donations to support the acquisition of a new primary vehicle and Command Post trailer to replace the current, aging equipment. To date, they have successfully raised 45% of the total funds needed.

COUNCIL PROCEDURE BYLAW (3RD READING)

Council adopted Council Procedure Bylaw #33.25, which repealed and replaced Bylaw Council & Committee Procedures Bylaw #04.21. Bylaw #33.25 is a more comprehensive and current document that incorporates revisions that follows municipal best practices, and ensures compliance. 

NORTH MICHICHI CREEK LAND DESIGNATION BYLAW #28.25 (2ND READING)

Council adopted North Michichi Creek Land Designation Bylaw #28.25, which removed the Community Reserve status of the parcel affected by the Michichi Creek West Berm. The change is to prepare the parcel for designation as a Public Utility Lot (PUL). 

EAST COULEE LAND DESIGNATION BYLAW #32.25 (1ST READING)

Council adopted East Coulee Land Designation Bylaw #32.25, which designates parcels of land impacted by the East Coulee Berm as Public Utility Lots (PULs) and coverts a large section of the land as an Environmental Reserve (ER).

NORTH DRUMHELLER LAND DESIGNATION BYLAW #36.25 (1ST READING)

Council adopted North Drumheller Land Designation Bylaw #36.25, which designates parcels of land impacted by the North Drumheller Berm, specifically the land west of, and including a portion of, 9 Street NW as a Public Utility Lot (PUL).

NORTH MICHICHI CREEK PUL DESIGNATION BYLAW #37.25 (1ST READING)

Council adopted North Michichi Creek PUL Designation Bylaw #37.25, which designates land on either side of the Michichi Creek, which includes the land occupied by the Michichi Creek West Berm and the Michichi Creek East Berm, as three Public Utility Lots (PULs). These PUL designations were made possible by the adoption of Bylaw#28.25, which removed the previous Community Reserve designation on a portion of the land that was to be designated as a PUL. 

SOUTH MICHICHI CREEK LAND DESIGNATION BYLAW #38.25 (1ST READING)

Council adopted South Michichi Creek Land Designation Bylaw #38.25, which designates two Public Utility Lots (PULs) on either side of the southern end of the Michichi Creek, and one Environmental Reserve (ER) to the West of the mouth of the Michichi Creek. This includes land occupied by the Michichi Creek West Berm and the Michichi Creek East Berm.

DRUMHELLER HOUSING ADMINISTRATION APPOINTMENTS

Council appointed Gerald Martynes and Brendon Huntley to the Drumheller Housing Administration board, each for a three-year term, which begins October 6, 2025, and ends October 6, 2028. There is still one vacancy on the board; for information on how to apply, visit the Town’s website.

FCSS PROGRAM POLICY #P0325C

Council adopted FCSS Program Policy #P0325C, which repealed and replaced FCSS Program Policy #CDSP-C-01. The updated policy reflects recent organizational changes within the Corporate and Community Services department. It also aligns with revisions made to the corresponding Consolidated FCSS Committee Bylaw #34.24, which revised the FCSS Committee’s role from a decision-making body to an advisory committee and includes public membership, ensuring broader community input. 

MUNICIPAL POLICING COMMITTEE BYLAW #35.25 (3RD READING)

Council adopted Municipal Policing Committee Bylaw #35.25, which establishes a Municipal Policing Committee for the Town of Drumheller. Bylaw #35.25 aligns with recent changes to provincial legislation, which requires municipalities to establish civilian governance bodies to support local policing priorities.
