Mayor Colberg announced the passing of Councillor Hansen-Zacharuk. She and all Members of Council extended their condolences to her family and reflected on their shared experiences and memorable moments during her time on Council. A moment of silence was observed in her honour.

STARS delivered a presentation to Council highlighting operations, an overview of the funding model, and thanked the Town of Drumheller for their ongoing support.
CORPORATE & COMMUNITY SERVICES 2025 FIRST QUARTER REPORT
Council accepted as information the 2025 First Quarter Report for Corporate and Community Services, which includes Finance, Recreation, Arts & Culture, and Family & Community Support Services (FCSS).
PUBLIC HEARING: PROPOSED BYLAW 09.25 – DOWNTOWN BERM RIVERSIDE EAST REMOVAL OF LAND DESIGNATION
Council held a Public Hearing for proposed Bylaw 09.25—Downtown Berm Riverside East Removal of Land Designation. The bylaw's first reading was given on April 7, 2025. There were no written submissions or presentations to the Council. The public hearing opened at 5:30 PM and closed at 5:37 PM.
PROPOSED BYLAW - COMMUNITY STANDARDS BYLAW #19.25 (1ST READING)
Council gave first reading to proposed Bylaw #19.25 – Community Standards Bylaw and set a Public Hearing date for June 2, 2025. Bylaw #19.25 aims to regulate neighbourhood nuisances, safety and unsightly properties and is intended to replace the current Tourism Corridor Property Standards Bylaw #04.19 and Community Standards Bylaw #06.19.
2025 PROPERTY TAX RATE BYLAW #21.25
In accordance with section 353 of the Municipal Government Act, Council adopted Bylaw #21.25 - 2025 Property Tax Rate Bylaw. Bylaw #21.15 establishes the mill rates for the 2025 property taxes to satisfy provincial requisitions and municipal operational and capital requirements. The residential mill rate for 2025 has been reduced by 7% compared to 2024, while the non-residential mill rate remains unchanged.
INFRASTRUCTURE SERVICES 2025 FIRST QUARTER REPORT
Council accepted as information the 2025 First Quarter Report presented by all departments within Infrastructure Services, which includes Utilities, Facilities, Operations, the Drumheller Municipal Airport, Geographic Information Systems (GIS), and Capital Projects, as well as an overview of SeeClickFix Reporting.
