Council Highlights - June 2, 2025 Regular Council Meeting

OPENING REMARKS

On behalf of the Council, Councillor Zariski declared June 2 – 8, 2025, as Seniors’ Week in Drumheller. He thanked all the seniors in the valley who make a difference in the lives in the community, thanked the caregivers, families, and organizations who support seniors in Drumheller.

Councillor Zariski also noted the Royal Tyrrell Museum is offering free admission for 65+ this week, and there will be an Open House at the Sunshine Lodge on June 6 from 1:30 p.m. to 4:00 p.m., full of games and refreshments!

Councillor Kolafa reminded residents that Pride Week began this week and kicked off with live music at Heller Good Sandwiches. For those interested in the activities going on in the Valley during pride week, check out Badlands Pride on social media.

PUBLIC HEARING: PROPOSED COMMUNITY STANDARDS BYLAW #19.2

Council held a Public Hearing for proposed Community Standards Bylaw #19.25. First reading of the Bylaw was given on May 5, 2025. There were no written submissions and no presentations to Council. The Public Hearing opened at 5:30 p.m. and closed at 5:36 p.m.

9TH STREET E EAST COULEE ROAD CLOSURE BYLAW #03.25

Council adopted 9th Street E East Coulee Road Closure Bylaw #03.25 which closes a right-of-way that is currently undeveloped and has significant encroachments from the applicant. After discussions with the Town’s Development department, it was determined that the most appropriate resolution for the encroachments is to close the right-of-way and sell the land to the applicant, who has also paid all costs associated with the road closure.

DOWNTOWN BERM RIVERSIDE EAST REMOVAL OF LAND DESIGNATION BYLAW #09.25

Council adopted Downtown Berm Riverside East Removal of Land Designation Bylaw #09.25. Part of the east end of the Downtown Berm was located on a municipal reserve (MR) lot. In order to comply with the requirements of the flood mitigation funding agreement with the provincial and federal governments, the Town was required to remove the designation of MR and redesignate the lot as a Public Utility Lot (PUL). 

DOWNTOWN BERM EAST PUL LAND DESIGNATION BYLAW #24.25

Council adopted Downtown Berm Riverside East PUL Land Designation Bylaw #24.25. This Bylaw supports compliance with the funding agreement established with the provincial and federal governments, which requires that land acquired for the flood

mitigation project must be dedicated as either Environmental Reserves (ERs), Public Utility Lots (PULs), or another designation satisfactory to the Province.

2025 RESIDENTIAL DEVELOPMENT INCENTIVE PROGRAMS
Council approved the abatement of the municipal portion of taxes for two applicants under Residential Development Incentive Program Bylaw #13.20, which supports the Town's housing strategy and Municipal Development Plan to increase residential units in Drumheller. Total tax credits applied for all years of the program, including 2025, are $12,751.32.

FCSS COMMITTEE AMENDING BYLAW #23.25 (1st Reading)

Council gave first and second readings to proposed FCSS Committee Amending Bylaw #23.25. The purpose of Bylaw #23.25 is to transform the FCSS Committee from a Council member administrative body to an advisory body by adding members at large from social services agencies with direct insight into Drumheller's social needs.

DOWNTOWN STREETSCAPE TASK FORCE BYLAW #22.25

Council adopted Downtown Streetscape Improvement Task Force Bylaw #22.25, which established a Task Force to help with solidifying the design requirements of the streetscape for Centre Street. The Task Force will be comprised of eight (8) to ten (10) voting members at large, of which at least six (6) must be representatives from downtown Drumheller business owners, and at least two (2) representatives from the Drumheller general community. WASTEWATER TREATMENT PLANT (WWTP) BLOWER ADDITION

Council approved the transfer of $150,000 within the 2025 Utility Capital Budget from the North Drumheller River Crossing Project (North Drumheller lift station upgrade component) to the WWTP Blower Addition Project. The funding transfer was requested due to the project cost coming in over the original budget following the procurement process. With 2025 funding source options limited, the funds were reallocated from an existing capital project.  Council also awarded the construction and installation contract for the WWTP project to HSMG Services & Consulting Inc. in the amount of $347,205.30, excluding GST.
