Council Highlights - August 18, 2025 Special Council Meeting

OPENING REMARKS 

Mayor Colberg reminded the listening public to vote in the by-election, with Election Day being August 18, 2025.   

CORPORATE & COMMUNITY SERVICES – 2025 Q2 QUARTERLY REPORT 

Council accepted as information the 2025 Second Quarter Report presented by all departments within the Corporate & Community Services department, including Corporate Services, Finance, Recreation, Arts, and Culture, Events, and FCSS Programs.  

PROPOSED DINO DRIFTER COMMUNITY EVENT FLOAT 2026 SCHEDULE  

Administration submitted a draft 2026 schedule of events and associated operating costs for the Town's Dino Drifter Community Event Float to Council. However, Council voted down the motion, stating that the focus should be on more local events and recommending deferral of approval to the next term’s Council, as they will be responsible for the 2026 Municipal Budget. Consequently, Administration will update this proposal and revisit it with the incoming Council for consideration later in the year.  

RECORD RETENTION AND DISPOSITION BYLAW #25.25 (3RD READING)  

Council adopted Record Retention and Disposition Bylaw #25.25. This Bylaw updates and replaces Policy #C-04-99 and outlines the purpose and procedures for record retention and disposition, providing a schedule of how long each category of record should be retained. Policy #C-04-99 was outdated and is no longer compliant with the Municipal Government Act, as section 214(2) of the Act requires that a program for record retention and disposition be passed by bylaw.  

TRANSITION OF CHIEF ADMINISTRATIVE OFFICER  

Council accepted the resignation and retirement of Darryl Drohomerski, C.E.T., former Chief Administrative Officer (CAO) for the Town of Drumheller, effective August 23, 2025. In accordance with section 205 of the Municipal Government Act (MGA) and section 3.2 of CAO Bylaw #21.21, Council appointed Esther Quiambao, C.L.G.M. as the Chief Administrative Officer for the Town, effective August 24, 2025.   

Council also made a resolution for Administration to bring a Designated Officer Bylaw to the next meeting of Council to allow for the Flood Program Authority delegation to Mr. Drohomerski until the end of the project in accordance with section 210 of the MGA.
